City of Minneapolis and Minneapolis Park and Recreation Board Will Consider Authorizing Upper Harbor Terminal Exclusive Rights Agreement, Plus Initial Public Planning Process Meeting Announced

Exclusive Rights Agreement

In January, the City of Minneapolis and Minneapolis Park and Recreation Board (MPRB) selected a master developer team to work with them to pursue redevelopment of the 48-acre City-owned Upper Harbor Terminal (UHT) site. The selected team is led by United Properties and also includes THOR Companies, Inc. and First Avenue Productions.

Since then, the parties have been negotiating the terms of an exclusive rights agreement (ER Agreement) that will formalize this relationship and guide the upcoming UHT site planning process. Authorization to execute this agreement will be considered by the City and MPRB at the following upcoming meetings:

Initial Planning Process Meeting

The approval and execution of the ER Agreement will kick off a planning process through which the City, MPRB and Developer, with community input, will formulate a plan for the entire 48-acre UHT site. The Developer included an initial development program in its request for qualifications submission. The upcoming planning process will gather additional input about the various initial program components, evaluate the components’ market, financial and practical feasibility and then refine the plan accordingly. The goal of the planning process will be a coordinated plan including the park and private improvements and the public infrastructure needed to support them, along with an implementation strategy.

To lay the groundwork for this planning process (and in optimistic anticipation that the ER Agreement soon will be approved), a public meeting has been scheduled:

At this meeting, information will be shared about to the community input received to date and attendees will be asked to provide input as to which aspects of the initial development program they fully support and would like to see happen (and why), which components they’re conditionally open to (but have questions or reservations) and which components they do not support (and why). Light refreshments will be provided, and the event will be family-friendly.
