Message from the Collaborative Planning Committee (CPC) Chair

Dear Colleagues,

My name is Alexis Pennie and recently I was elected Chair to the City of Minneapolis’ Upper Harbor Terminal Collaborative Planning Committee (UHT CPC). In addition to my election as Chair, Tessa Anttila was elected Vice Chair to the UHT CPC. The Minneapolis City Council established the 17-member Committee by resolution earlier this year in May. The UHT CPC includes residents from North and Northeast Minneapolis, an owner of a business in North/Northeast Minneapolis, a representative of the Environmental Justice Coordinating Council (EJCC), a representative of the Above the Falls Community Advisory Council (AFCAC), 3 mayoral appointments, and stakeholders from various under-served communities. 

On June 26th, the first UHT CPC meeting was held at NorthPoint Health and Wellness Center. The charge of the UHT CPC is to collaboratively work with the re-development project team (City of Minneapolis, Minneapolis Parks & Recreation Board, the re-development team led by United Properties and community engagement stakeholders), to plan and help create the Coordinated Plan for redeveloping the 48-acre site along the west side of Minneapolis’ riverfront in North Minneapolis. I would like to thank our Committee members and community members for dedicating their time, efforts, and expertise to this once in a lifetime wealth-generating and re-development opportunity along the Mississippi Riverfront. Since beginning our committee’s work on June 26th of this year, our UHT CPC members and the public have demonstrated passionate, engaging, and informative discussion at our second and fourth-Wednesdays-of-the-month CPC meetings and third-Wednesday-of-the-month Learning Labs, which are led by representatives of Pillsbury United Communities (PUC) and the EJCC.

On July 18th, the first Upper Harbor Terminal Learning Table was held. The focus of the four-hour event was to engage anyone interested in learning more about how development processes work and sharing their ideas about the future of the UHT. The next Community Engagement Learning Table will be on Wed., August 21 from 4:00 – 8:00 p.m. at NorthPoint Health & Wellness Center (1256 Penn Avenue North). The topic will be Housing: A Deeper Dive.

Throughout this collaborative community process, I have heard critical feedback from community members and Committee members about the City’s Concept Plan that was adopted earlier this year. As a result, it is my hope as the Chair of this Committee, that we are able to produce a Coordinated Plan that is community-driven and meets the needs, desires, and expectations of various stakeholders, especially Black, Brown, and Indigenous residents currently residing in North Minneapolis and throughout our region. 

The UHT CPC will meet on the 2nd and 4th Wednesdays of the month through the end of 2019. Committee meetings are 5:00 – 7:00 p.m. at the Robert J. Jones Urban Research and Outreach-Engagement Center (UROC) at 2001 Plymouth Ave N. All meetings are open to the public. The Upper Harbor Community Engagement Learning Table is a space to advance development that strengthens the social fabric of the existing North Minneapolis community, bring greater wealth and local ownership into the community, and foster stronger relationships between North Minneapolis and the Mississippi River.

The Learning Table provides the “learning water”; a place to ask critical questions and develop the “learning glue”; a place to develop relationships, create partnerships, and make commitments to explore ideas for incorporation in the development for the initiative. Each Learning Table theme is directly related to development topics with a goal to:

  • Learn together 
  • Create a shared approach 
  • Coordinate efforts

Minneapolis Park and Recreation Board (MPRB) Community Advisory Committee (CAC) meeting

The second CAC meeting will expand on the mission and framework for the CAC and discuss project and design principles on how park and development can interact. The public and families are invited to participate in both dinner and meeting.
The Minneapolis Park and Recreation Board’s (MPRB) 17-member Community Advisory Committee (CAC) will work with the MPRB on the next phase of Upper Harbor park planning, including coordinating with the City and developer on infrastructure and private developments that will interact with the future park areas on site.

Website Update

The project website has had a few updates including an updated Community Engagement section – in the Community Engagement drop down menu on the navigation bar at the top of the website you will find the Collaborative Planning Committee, Park Board CAC, and Learning Tables pages. The CPC and CAC pages are also featured on the homepage. The upcoming events page also has been changed to a calendar format.
